1990 Mitsubishi Eclipse boost creep and fuel cut?

I have a small 16g turbo on my 1990 Eclipse GSX 5 Speed. It has a full turbo back exhaust and when I floor it, it seems to cut power at about 5500rpm. I ume this is fuel cut possibly from boost creep. Anyone else had this problem? How did you fix it?
