Silkroad Online help. Can't board boats. (Europe side)?

Everytime I try to board the boats in Silkroad online on the European side of the game the boat manager won't let me. He says, "Do you want to aboard the boat? The waterway has been blocked because the fairway was in trouble. Come see me later." The grammer mistakes were intentional. Someone please help I am trying to do the Megalopa's Shell quest but I need to get to the other side.
